Melly wasn't targeted by FLASH, so yeah, I think she could attack P-Bulba so long as it doesn't use FLASH again and blind her. She could also just straight up T-Wave the rocky 'saur to get off Paralysis guaranteed.
Juliet could attempt to use Attract as well once she's out, and it'd be just as (very) likely to succeed as last time (and potentially be more effective to boot if this one doesn't have a +1 Insight Surprise like Ray does and hasn't dumped any exp into increasing its Insight naturally). But that's not happening until Nathan can see again.
Funnily enough, Flinching also counts as a Status ailment according to the book, though it's relative short time in effect makes it unwieldy to use as a tool for catching pokemon (particularly if you're trying to catch pokemon without damaging them). Disable counts too in Pokerole, much like Infatuation and Confusion.
In theory, I think a pokemon could have up to a total of...-8 Will from Status conditions alone (I personally don't think it'd make much sense for a pokemon to be both Burned and Frozen simultaneously since any Fire move used on the frozen pokemon thaws it instantly). Disable, Confusion, Infatuation, Poison, Burn/Freeze, Paralysis, Sleep, Flinch. Inflicting enough of those and coupling it with any amount of Pain would allow you to catch any non-plot deviced pokemon with just a normal pokeball with relative ease (since the maximum Will any standard character can have is 10). Or you could just inflict all the non-damaging ones/ones that are only inflicted by damaging moves (everything except Burn, Poison, Flinch, and Freeze [not counting Deep Freeze]) and they'd still have -5 Will before Pain.
Of course, a pokemon might not take too kindly to being harried and annoyed like that even if you don't use any of the damage related statuses.
