Well, you could teach DP to Gustav, but he can also learn it naturally, and he already has two ML boosted moves that are just as strong as a non-STAB DP.  That TM might be better spent on something else, imo.

The pokemon that can't learn Signal Beam naturally are:
- Helios
- Magneton
- Starmie
- Vespiquen (but she also gets Attack Order/Bug Buzz)
- Gothitelle
- Kyuu

The pokemon that can't learn Dragon Pulse naturally are:
- Vibrava/Flygon (Flygon can learn Dragon Claw, though.  However, Vibrava can't)
- Milotic
- Lucario
- Serperior
- Koa (but he can also learn/knows Dragon Claw)

I'm perfectly fine passing on Dragon Pulse myself , as Genie has Hard Stone Rock Slide and Bulldoze + DD and other moves. Rilou doesn't need Dragon coverage , so if you want it for your Pokemon , take it Dragon strike ! 

Call me greedy , but I personally want to get 2 HPs , dine they would prove potentially useful on Lovely and Kelly , and the could use a broader Movepool.  a Star Piece + Pokeon hand will afford both Camp trying and Will Wisp for Duskull , so the extra one can go to anyone .
