It is like that...until you get to 5 Survival. 0 is...well, bad, to put it bluntly. 1 is below average. 2 is average. 3 is above average. 4 is expert. 5 is almost unnatural for a human, but realistically explainable. 6+ is unnatural for a human. All the stats follow that trend for the most part, be they an Attribute or a Specialty or anything in between.
I imagine Terra's 5 survival means he's just got a really good intuition in the 'incoming danger' department. Someone with 6+ Survival would probably actually have a 'spidey sense' (ala Absol), rather than something similar to it that's realistically explainable somehow. Book doesn't have anything in it that suggests 6+ Skills and Specialties are a thing that was intended to be in the game, but I suppose there's nothing that says it isn't possible either.
