Well, we are Rockets so do evil is what we can do.

That's a fairly general statement/assumption you're making there.

We work under the law, break rules, and we work with a guy who is leader of a criminal organization. If this do not make us villains, then it's something close.

Spiritmon has a point, and a fairly strong one at that. Reiner's has done some no doubt nefarious stuff in his tenure of TR (he's likely ruined several people lives with his criminal activities, among other things), though the range of how 'bad/evil' his actions/methodology would probably lean more towards the lighter end. Arial's probably close towards Chaotic/Purely Selfish Evil of the range of 'Badness/Evilness of Criminality', but not quite at the extreme due to his strong bonds/Loyalty with his Pokémon and a select few human. His madness makes it harder to qualify just HOW 'evil' he is, though, since at any given moment he could ping pong between being 'normal' , a better person, or worse.
