Rock Tomb is good for two things in this case:
- inflicting -1 Dex on Pidgeot (not sure if Keen Eye would ignore it, though)
- doing SE damage
However, beware its slightly lower accuracy.
Iron Head Flinches could potentially be clutch, but Rock Tomb is more reliable for damage (assuming all attacks hit)
The thinner you spread yourself, the easier it is for Tanuki to evade the stronger/more dangerous moves. However, attacking more also means she can't evade all of your moves if she wants to keep up the pressure. The trick is finding a balance between the two.
