I can't remember if Shiva in particular was privy to the conversation, but about all the PTC can do is organize a trade request, and that with your own Pokemon in the present. Bill also mentioned the best way to communicate was to give a Pokemon some Mail.

He personally oversees any trade requests made with the PTC.

(I can't either and it feels too unimportant to check, but I'm leaning into 'yes, she was privy' as Bill has given them all some mails. I guess I just accidently forgot about them, but that's exactly the 'hint into the right direction' that I asked for, thank you!)


Nothing's really working for Shiva as she hoped it would with the new PTC, and slowly she can feel the panic returning and threathening to overtake her again. Her hands start to tremble as she FORCES herself to stay calm, to keep a cool head and stable breathing and review in her mind what Bill has told them all.

If there'd be a way to directly communicate with him, she's sure he would tell, but as he hadn't Shiva gets the feeling there must be some indirect way to contact him. The PTC does trade time, via it they could send Pokemon back and forth. Now then - how did the people in earlier days communicate with one another over long distance, prior the era of phones and the internet? How could she stay in contact with her parents in Castelia City without having to worry about the unstable connection from Chreshire; or with Ventus without disturbing him or catching him at an unfavorable time...?

....Of course! A sudden flash of insight enlights her mind, she visibly perks up and faintly gasps - very swiftly Raphael is summoned to Shiva's side, he'll play messenger pidgeon. He coos in a questioning and mildly worried tone to her as she rather hasty rummages in her belongings in search for something before writting something and offering it to him to pick up and hold. "Raphael, dear one... You're assigned with an important task as I'll send you over to Bill to deliver this message here. It's important that you do, wait for him to give a response before returning to me. Alright? Please, don't worry too much - concentrate on what I have asked you. Now, back into your Ball."

In short, that means Raphael is swapped for, whatever, Azumarill to deliver a mail to Bill, if he oversees any trades personally he 'll notice the Togekiss. The message Shiva does bring to Bill is pretty uch as stated earlier, something along "Bill? Yes, Shiva here... If all is working as it is supposed to, you've received this message without problems. Lurch caught us, I don't know in what time we've ended up - somewhere in the past is all I can safely say. We're all okay at the moment. Please, tell me: What's going on at your side? Raphael is asked to wait for a response from you, just give it to me and he'll bring it to me. Hope to hear from you soon!"
