It's because the League's job (well, one of them) is to standardize everything in battles, particularly since League positions are tied to governmental ones.  The umbrella might not be acceptable in official League formats in the present time, but it's to ensure that nobody has an unfair advantage over anyone else in official League hosted battles.

If your opponent is fine with letting you use unique, weird items like Eternally Gold, the Necklace of Serenity, or Electruxo's Umbrella, you can go ahead and use them.  Like in Dagny's gym battle for example.  Or any battle with random trainers that don't mind bending the League rules.  OOC, you're only required to follow League battle rules in official League battles where they're enforced.  Ventus certainly used the NoS in his fair share of standard random trainer battles, no? (Vs Flareon comes to mind)

If you're not in a League hosted battle/tournament and/or your opponent is fine with bending the rules/you're in a battle where you're free to do anything to secure victory, go ham with wacky items!
