Wait, Revoking a Trainer Card is that big of a deal? Now that you brought it up, what's so critical about it that WARS would be waged to have it?
Wars have been fought over the right to revoke a Trainer Card, 'cause without a Trainer Card your ability to own dangerous Pokemon is much more limited.
Which, some would justifiably say, kinda makes you a second class citizen.
Because of those wars, it's now much harder for the League to remove people's Trainer Cards and may involve real courts and higher standards of evidence.
And, reminder, the bad guy theory is all in Ventus' head. It was actually the Doctor who sicced the po-po on him.
