TBH, that's kind of a relief to hear. Doing a gauntlet of four incredibly tough trainers (that could all in theory sweep a gym leader with a single pokemon according to the book) in a row would be...ick.
I just don't think it would be safe. Every challenger's Pokemon would just wind up dead from exhaustion.
It's also very common for Trainers to rest up and get to max Willpower before submitting a challenge, of course.
