No Dex Check from my side needed as Encounter No.1 will most likely be it. Am I right in the assumption that this *Hitmonlee is fighting for the Western Plains = Against King Sarimanok at all, Iron? This is what makes me interested in taking it out as well, from the look of it it is only going for soldiers on Rapidash = King Sarimanok's soldiers.
