That's from Bulbapedia's page on Multitype. While Judgement did kinda get shafted by not being able to be used as a base for a Z move other than Breakneck Blitz, not all Arceus need to run it, so Arceus does get some benefit from using a Z-crystal over a Plate when running specific sets. Fire Arceus can run Firium Z Fire Blast/Overheat for example. In general, most of the Arceus sets that run Z-crystals over Plates tend to have alternative STABs of 100+ power that make them less reliant on Judgement. Special note for Ground Arceus because it can run an Earth Plate Judgement special set or a Groundium Z/Earth Plate EQ physical set, meaning your opponent has to guess which one it is and which item Arceus is holding if it's a physical set.
