If Juni would be lying about her surrender, Shiva is sure she'd be able to tell pretty accurately - can't fool someone with a sixth sense of her caliber unless maybe under some really specific conditions. Right now she doesn't pick up any hints from Juni that'd point to her faking it all, making her believe that Juni's being honest about it.

She calls out to Heart as well, very obviously STARTLED and SHOCKED over how merciless the PUNisher gave himself, it's audible in her voice as she's almost begging him to abstain from it. "Heart, NO! You sense that Juni is surrendering because she truly doesn't have any options to win the fight. Naturally if you gave her an opening, she'd still take it. She doesn't have much of a sense of honor, but she is certainly a rational actor when it comes to self-preservation.
