It's a (very, very cheap) hat you can purchase for the partner pokemon in LGPE from the Department Store.  And there's even an NPC that wonders how the heck anyone would be able to pull off wearing those hats. Tongue

There's also a crown you can purchase for an obscene amount of money, predictably.
