"I have never heard of a Magikarp being able to evolve in various ways like an Eevee. Please, Noble Arcanine, do you mind sharing a bit of your knowledge about that? I'd be happy to listen to your lore and be enlighted, as well as to keep your stories for rereading."
Means, if Arcanine shares anything about this, Shiva will note it in her journal. If Arcanine prefers not to or gives itself reluctant, she'd at least asks where she could maybe find more information about the various evolutions of Magikarp apart from within Atheneum. If Arcanine doesn't know or doesn't wish to share, Shiva will respect that.

The key is the inspiration. It may be a basic drive, such as the desire to mate. It may be love of a trainer, or the urge to explore. Could a Magikarp even be inspired by the need to create? I do not know."
