I wanted to ask about something related to Showdown

Well, I wanted to ask something, I wanted to start a Showdown server based on games like Pokemon Uranium or Insurgence in order to make a Showdown where you could mix fan-game Pokemon, I wanted to ask if I could add the Uranium Pokemon and even add more Nuclear forms to the normal pokedex, so I wanted to ask if I'm allowed add the Tandor Pokemon as well as asking if I'm allowed to make the new Nuclear forms.
