Spira will do the aforementioned Skull ruins info-gathering as well as finding out about any obedience training that he could put the A-Marowak in.
It's much harder to find obedience training for a 4-disobedience Pokemon. There's nowhere in Cress that does it.
Almanac advertises a service that can do it for $4000 - it will add two points of Loyalty up to a cap. You already know their methods may not be very ethical.
Telperion University has ways to do it. It's expensive but you can get grants if you let them use your Pokemon in research (which IS ethical). It also takes longer than Adventure Camp.
To get a Skull Ruins Permit, you need to send a letter to the League base in Forb City. This letter must detail your qualifications, your intended Pokemon team, and a very good reason for going inside. Also which sectors you intend to visit, so they can come rescue you if they decide it's worth it.
