Why is Mimic both a ? move and a level up move.

Hmmmm...yeah, not really interested in the Bidoof, to be honest.  Rock Smash and Cut kinda lose their appeal when Cut is kinda 'eh', you have a Cut user already, and you have the ROCK SMASH HM.  And Bidoof on its own is...eh, even if +3 Defense from Amnesia is pretty cool.

As for Jigglypuff...before I decide on that one, what are some examples of common TMs?  (and I have no idea why Mimic is listed as both a level up move and a ? move.  Wouldn't be surprised if it's another error on the writers' part)
