That's one of the reasons I have given up of the Pokemon anime. Why the hell a leader of a crime organization can be so stupid to give two highest position since the only thing they do is screwed things and be defeat by a eternal 10 years child and Pikachu instead of focus in capture OTHER pokemon. It anger almost as Ash eternal looser.

Just because they seem incompetent in the anime doesn't mean they're incompetent all the time, actually.  The season where that was stated, J&J were actually kinda sorta a threat iirc.  (And they even got to work with Giovanni personally, too)

Plus, they're the final pair of grunts you face in each TR section of Pokemon Yellow and the Let's Go games, too.  The grunts who act as the guards to Giovanni's quarters in their hideout would be pretty highly ranked, no?

J&J might do other jobs off screen that they aren't terrible at, as well.  On screen in the anime is when they'd mostly be for comic relief in that case.

I sorry, but I cant take serious those guys. Even more in this Sun and Moon who they are only a bunch of idiots and now this time Bearware always get those guys. They might be not always incompetent, but they did not show that in the anime who only count in this case. In the day they show that in the anime I may change opinion. And about the thing they work personally with Giovanni...well that just confirm my theory how incompetent this Giovanni version really is.

Because Gamefreak and Nintendo only include those two with sole purpose of be fanservice, for the people who true like those idiots and they try to make them looks like to have a more meaning purpose instead of be comic releaf.

Honestly? Arial alone, yes alone, could beat those two easily with his pokemon. Lets make a comparisson: Reiner and Arial have strong pokemon in their side: Reiner have a Legendary Pokemon, who is problably the progenitor of ALL pokemon in the planet and have a Z-Move capable of destroy the America and cause calamities to the rest of the world, a strong Ice Cat, 2 might dragons, a literally Lighting God, a Persian who was able to beat one on one against a Mega Metalynx, a Kaiju knight, a Ultra Beast and a Super Computer who is a Pseudo Legendary. Arial have a Cat capable of transform in ANY pokemon, a Demi-god who survive a Explosion of a Delta Muk AND was able to withstand against one of the most powerfull moves of existance release by a Mega Arbok, a Super Smart Meteor, a Metalic Cat capable of Mega Evolve, a super fish cleric, and the most important: A literally walking Nuclear Reactor capable of transform a area into a Dead Zone and make all pokemon become corrupt and Nuclear!

And lets see what in Jessie and James side they have in Sun and Moon: A Toxicapex who not even fully evolve yet, a Mimikyu with psycopath tendecies (I confess this one would be a problem in certain battles) and a talking Meowth who cant use his moves. And I not even considering Reiner and Arial companions! Riza with her Stealth skills and Pokemon. Kyubi and her Fire abilities, the Woman cop I forgot her name now but she also can get some help of the other cops, and Emily and her Dodrio Skills. I telling you, those buffoons would have no chance against Reiner and Arial. They would be doomed if Reiner didnt send the Cursed Arms to be destroy, because those couple of Rockets would be killed by Mamudo Eclipse and send to the Land of Madness with T.P.K.
