Confusion doesn't inflict a -2 Accuracy penalty in this campaign, @Spiritmon. That was a rule change introduced in the 1.2 rulebook in an attempt to make the Confusion status more effective. Which means Iron's not using that ruling.
Whether pokemon hurt themselves at all and how is entirely up to GM discretion and Insight checks in the 1.1 rules, instead of being semi-strictly defined as the pokemon missing attacks (helped by said accuracy penalty from 1.2) and taking 1 damage every time they do. I'd recommend reading the short info box on Confusion in the 1.1.0 rulebook.
