Idea for a way to add in Zephy (SPOILERS)

I don't know, I agree that Zephy should not be a mystery gift pokemon. I think the punks would be something Cameron would be more likely to give up. The pokedex entry stats its the inspiration pokemon and according to the wiki its placeholder held item is a stardust or starpiece so I think they way you should catch it should relate with the stars or wishing.

I thought about that as well, but the reason why I disagree that Cam would be someone to offer the punks is that, to put it bluntly, his character is portrayed as stoic and wistful. That's not someone you would expect to give you Pokemon based on Daft Punk. Also, winning two Pokemon from a single fight seems a bit unnecessary. I feel like earning the punks would be better done as Pokedex completion prizes, or, perhaps, a prize for completing a Nuzlocke challenge (gives people more motivation to challenge themselves with Nuzlocke mode).

Well it could have been one of those you pick your reward battle between the two punks encouraging trading or replaying the game for the other. My idea for the punks is for it to be put into the ranger missions, you do ranger missions  saving nuclear pokemon in the postgame. After doing a certain amount of ranger quests, the rangers entrust you with a mission to go inspect the opening of a solar plant, to show a transfer from nuclear power more eco-based power, on behalf of the rangers. During the open ceremony, the plants entire operating system gets highjacked by  Neopunk and Praseopunk so you have to go and stop them. All of the ranger missions could maybe repeatable and you can still access the solar power plant through the rangers if you beat it but no new Neopunk or Praseopunk will spawn there making it a somewhat one time only mission. That was my idea for the punks.
I could maybe see Cameron being a battle not exactly having Zephy but protecting Zephy. Maybe like a Victini thing where Zephy is stored away in a building and you have to battle Cameron to get the right in order to go into the room and fight it I guess.
