The hail also stops. Charmeleon doesn't seem worried about the type disadvantage. He lost to Dagny, which was a type advantage, but with Nathan's help he's confident he can beat a Water type!
Saw that coming, and Nathan isn't worried about the type disadvantage either! Nathan's got a plan, and he won't be dissuaded from it easily!

When Charmeleon reaches -2 Pain, Nathan will issue a new command (the one in the spoiler) if it isn't Raining, though. If it is Raining, he'll simply use his Potion when Charmeleon reaches -2 Pain.
There's also a Conditional Evade: if Azumarill uses Rollout, Charmeleon will specifically Evade the last two hits of it (as they're the most inaccurate ones)
Reminder: Charmeleon is holding an Eviolite, giving him +1 Defense so long as he doesn't evolve mid-battle!
