That's for an infinite use version of it.  Standard price of the single use ones in the games is $5.5k.  Would probably be more expensive in Creshire since it isn't normally purchasable as far as I'm aware, though (remember that the base cost for most TMs in Creshire is $3k).

How about 3.5k as a price mate?
