Now I feel like I need to face Howl before we'll venture into the Skull Ruins, as the chance that we'll return to Elanor is... not that high, I guess? I'll think about it.

We can always just Teleport back at a later point if there's other things we want to do there.

I will say that Nathan will want to leave for the Ruins ASAP (with proper preparation, of course) once we get that permit, though.
