Spira just need to meet Nathan at the Pokemon Center.  Roleplaying it is optional.  In addition, Mika, Nathan will have something else for Spira specifically (meant to be a semi-surprise IC).

In that case, Spira meets up with Nathan for the HM learning this IG day (and while he's there, he heals up his party);

-Yanma, even though Spira has some reservations about letting the new catch learn such a move, he's willing to trust it with the responsibility. I kinda envision the wings or tail being the source of the light.
-Azazga, rather enjoys playing "I've got halogen headlights" okay, quit blinking those.
-Nubi, now his gems will let off an unnatural reflection
-Noire, Of course Spira trusts his longest traveling companion (not including Hida) with the legendary HM! I kinda like the idea of the zipper being one of the sources of light.
-Toya, yellow marking source of light.
others are not taught the move for now.

concerning the surprise:
"So, ehm, what did ya want besides the HM tutoring?"

"Actually...it's more HM teaching!  I've got another one that I know at least a few of your pokemon should be able to learn.  We found this one on our own, technically.  We're keeping it a secret for the most part for now.  I think Toya in particular is going to like this one, though.  It should be pretty helpful in the Ruins when we're not facing Ghosts, and I'm confident you guys can use it responsibly."

Finally time for some of Spira's pokemon to learn ROCK SMASH if Spira so wishes!
