Here's what Terra does, following his Steely instincts:

He carves out an Onix-sized trench, cutting it to the approximate shape of a Steelix. He's never seen a Delta-Steelix so this is all instinct.

Charizard creates a blast furnace to smelt all the iron into the trench, where it pools in the bottom. It's certainly not enough metal to craft a Steelix from scratch, but the evolutionary energy will do the rest!

Onix flies into the trench as Terra pokes it into place with a stick, copying the shape of a Metal Coat. He gives it a burst of Earthpower, surging from the metal in his blood and his equipment, down through the stick, and into the waiting iron.

Onix sinks deeper into the earth, glowing and glowing! Spikes begin forming, especially along the back of the head, forming a crest. Broad wings like those of a stealth jet now stud every few segments. The light fades away and the iron ore is all gone, replaced with steely body fixtures on Delta-Steelix! The clay crumbles away, keeping Steelix's form for just a second before becoming dust. Delta-Steelix takes to the sky, now a little faster, a little longer, and a lot longer! +3 HP.

He instantly learns the Fang moves, and gains potential access to Autotomize, but most of the move substitutions are already in place from Delta-Onix.
