Actually, this might be less of a problem than it first appears to be.
This sounds like a job for Emolga again! He should be able to just fly/glide (with a boost) up there and trigger the switch with a quiet Nuzzle, right?
He's also a lot smaller than Charizard is, and thus less noticeable. And not needing Telekinesis to get up there is another huge boon since it means you're not as easy a target.
The only downside is that freeing Skarmory might aggro some of the wild pokemon...
But with both Meowstic and Skarmory around, that might not be a problem at all!
"Can you get ready to set up a Light Screen in case it looks like we'll get attacked, Meowstic? I have a Solosis that can prepare to set up a Reflect simultaneously (it only costs 3 exp for Solosis to learn, which she definitely has). Better to be safe than sorry, right?"
