Actually, this might be less of a problem than it first appears to be.
This sounds like a job for Emolga again! He should be able to just fly/glide (with a boost) up there and trigger the switch with a quiet Nuzzle, right?
He's also a lot smaller than Charizard is, and thus less noticeable. And not needing Telekinesis to get up there is another huge boon since it means you're not as easy a target.
The only downside is that freeing Skarmory might aggro some of the wild pokemon...
But with both Meowstic and Skarmory around, that might not be a problem at all!

Emolga is pretty much the perfect Pokemon for this, yeah. So with a Nuzzle, the Capture Web flashes and activates! There's that familiar sound again, that familiar flash of light on a massive scale, and with a SKREE of pleasure the Skarmory of Marco Warren is released!!!
This can't help but alert the Kadabra, but Skarmory is very excited to see you! It flies rapid circles around the chamber, and makes ready to swoop down and pick you up.
Just from the presence of this Pokemon you can tell it is very powerful and full of Surprises. Every wingbeat carries the latent power of the Legendary FLY Hidden Machine. Nathan has seen Skarmory do some amazing things, though you were too young at the time to understand exactly how they were done. You just know this thing is loaded down with unusual attacks and useful stat boosts and rulebreaking effects, the kinds of things you need to go toe to toe with the E4.
