Important note concerning the Snowpoint Gym that I forgot to mention (I'll edit it into the encounter post now):

Challenging Candice has a cap of 1 per encounter, and 2 per day.  She's only got enough gym ready pokemon on hand for 2 battles each day, and she can't do 2 battles in the same encounter for obvious reasons.

I may also put a cap on the number of times the port encounter can be taken per day, given that there aren't supposed to be many international trainers hanging around there.

Figured that challenging Candance would be a limited thing, but I can also understand their being a limit on the no. of foreigners/Port Encounters too for the reasons you stated. For purely roleplay/non battling matters, though, would the Port still be an option for our characters to explore, hypothetically speaking?
