Randolph and Kogeki spot someone wearing what appears to be a metal gauntlet(?) on one hand. How strange...
The bristly blacksmith is scowling as he marches through Snowpoint with Kogeki, the Diamond Dust floating downward from the heavens now doing very little to distract him from how bleeding cold it was.
'Bah, why couldn't Old Fashion sent us to investigate Mt. Coronet from Eternia, Celeste, or Veilstone? Those places don't have a climate perfect for making and preserving corpses, and getting into the mountain wouldn't require days long hikes through a deep freezing tundra! *Grumble grumble* ..... '
Eventually, he and his partner made it to the port, where it was marginally warmer due to the nearby ocean holding as much thermal energy as possible (Small comforts to Ran, though), and start investigating/asking around for where they could find the parts/equipment necessary to make a modernized prosthetic. He steer right clear of the Unova Battle Girl with a look of disapproving disbelief, as not only did they not look like the most tech/mechanically savvy , but he was not about to strike up a conversation with someone so foolish as to fight and train barefooted and with minimal environmental protections in this frosty hell.
'Hope that utterly daft and thick headed lass gets frostbite, as that'll teach her some damn sense and to dress properly!'
Instead, he approaches the Kalos Tourist with a neutral/slightly irritated expression, and politely asks if they know about/where to get The Parts, and makes it rather clear he ain't interested in a trade or battle. He's heard that the Kalosians had some pretty advanced technology and a right banging medical system, so perhaps on of its citizens could start him on the right path to tuning up the cyborg ninja's arm....
If Ran isn't required to interact with his own NPCs at all, though (Or it wouldn't take too much time doing so), he would immediately beeline to Guantlet Person once he spots their most notable feature, and introduces himself as such:
"Hey, metal man/woman. Name's Randolph. Saw that arm of yours, and was wondering if you knew anything about mechanized prosthetics? Looking to make one for a friend of mine, and I got the Skill to do the job, but don't know where to start and I rather not waste time taking stabs in the dark or with aimless experimenting. Well?"[/i]

As you were specifically looking for people at the port, I'll say interacting with one of the random NPCs is required in this case.
Unfortunately, Franco doesn't know a whole lot about prosthetic technology. He does know something interesting, though, being a well traveled tourist. "I once heard a rather isolated region had a bunch of people running around with prosthetic hands at one point. Don't really know why or where exactly that was, but if you were to find someone from that region, I bet they could tell ya whatever ya need to know. Or at the very least, more than what I could. I've honestly never really had a need to look into stuff like that myself."

@Spiritmon, Kogeki can join in on the conversation with this bonus NPC as well if you wish. And you can pick one of the other two trainers to interact with as well.
The person in question is wearing a hooded robe that obscures their features if you aren't making an effort to look at their face, given that the hood is currently up. The sleeves also cover the person's arms up to their wrists and the person's legs down to their ankles.
The voice that responds to Randolph is decidedly feminine.
"Oh, this thing?" *holds the 'gloved' hand in front of her* "...well, that's rather astute of you. Most passerby just assume it's a glove of some kind." *wiggles the fingers* "I know a few things about cybernetics, though I'm hardly an expert myself. Are you SURE you have the Skill to replicate something like this, though? This is quite the complicated piece of machinery, you know. Not to put you down or anything, but you don't exactly look like a neuroscientist or robotics engineer."
She crosses her arms in front of her, waiting for a response.

Kogeki was quite wary towards that metal glove woman. She bring a certain level of mystery but also make him feel...uneasy. How about a roll of Insight+Inteligence+Alert to see if he can notice/remember something. This smell like Scimitars to me. Those robes and metal glove always give me bad vibes.
In any form, he decided to land a hand to the blacksmith in help get clues. He approach the woman and begin to talk with her along with Randolph. "Good day lady. We indeed curious in see such machinery and how such glove of yours works. I trust the skill and knowledge of this friend of mine." Kogeki then show his wood hand. "We just need some info, so if you could help us, we would appreciate that quite a lot."
