So, I don't think the whole 'wait for turn 3 after using 2 hits of a multi-hit move as turn 1' thing makes a whole lot of sense. I don't see any reason why you can't use action 3 on turn 2 of the round so long as the proper accuracy penalty is applied.
So, for example, if you gave an order to use Double Hit on turn 1 followed by Pound on turn 2, I'd allow that, applying the -6 action penalty to Pound since it's the third action of the Round (and -2 and -4 to the two hits of Double Hit). This is technically a buff compared to the rules of the other campaigns.
However, I'll also say that you can't give an order for a multi-hit attack unless you have enough accuracy dice in the pool to attempt using them at least twice. No single actions for Double Hit, for example. Double is in the name for a reason!
