There are two things I'd like to say about high Accuracy + Evasion builds:
- With Evasion as it is currently, typically, only very, very experienced trainers and pokemon will use that strategy in this game. It's a high level technique to be able to dance around slower foes that easily and still fight back with just as much tenacity.
- Evasion and Clash focused builds are only truly effective against a single opponent. If there are multiple enemies attacking the same target, then they cannot possibly manage to avoid every single attack aimed in their direction without the help of some effective Cover.
Of course, the players are free to exploit these mechanics as well.
