Yeah, Feebas is rare, as are Skorupi and Gible. Snover isn't valuable enough on its own to be traded for a rare pokemon.
Wurmple and Remoraid are common because they can be found all over the region.
Wooper is uncommon due to only being commonly found in and around Pastoria Great Marsh.
Feel free to trade Snover for any Uncommon or Common pokemon if you are trading them by themsrlves.

Rowan raises an eyebrow curiously when Karen mentions her Gastrodon has a third type. "I'd be more than happy to take a quick look at them. Studying Pokemon Evolution is what I do, after all. If I may ask, what seemed to trigger the evolution?"
