Spira, attracted by one of the stranger species of Ghost Pokemon in the world, arrives at a rocky island near the peak of the waterfall-ramp. The Frillish are tumbling about and floating curiously nearby. They don't seem very hostile, but you do know their tentacles are toxic to the touch, and they feed on life energy to grow and evolve.

It will be potentially difficult to attack the ones floating in the air beyond the waterfall. It might be possible to lure some of the near ones closer if you're just looking to make a capture.
