Before I get to posting, I have one question: if Charizard/Nathan is targeted by the Volcanion, would Charizard take an Evade action automatically, or is it currently only safe to send out one other pokemon in addition to Charizard?

Charizard counts as one of your two Pokemon. 
He would evade, but you also need to tell him where to fly. 

He can attack with his breath weapons even while holding a passenger.
