Huh, didn't think of that issue. I believe the writers didn't specify when a Berry could be eaten mainly because in a Roleplaying/Tabletop environ the Pokemon and/or Player can simply decide when they to eat their Berry, instead of such being relied on set mechanics. Don't think introducing 50%/25% HP Requirements to trigger Healing Berries would be too much of a issue for Players/DM (if a bit more cumbersome to micromanage), if you wish to implement said game mechanics to make Type Resist Berries a more appealing choice. Still wouldn't do anything about them being strictly speaking inferior to HP Healing Berries, but at least the insta-triggering of them gains more usefulness, and makes them a more competitive choice to Oran Berries (Which otherwise act just like them, but better).
