Not necessarily.  That was rolled mostly because that Mightyena was REALLY scary for a young pokemon, even if they are part Fairy type.  Cleffa rolled Loyalty in that instance as well.

...Really? Loyalty Rolls for Non-Disobedient Pokemon? I mean, I can understand the why you decided to do them in that case, but I hope such Rolls doesn't become a common thing. If they start cropping up more often than not, then I'm probably going to start treating my Pokemon like I did with Raphael.
