What is a Red Chain? Oh, right, I suppose they wouldn't know, would they, Mesprit and Azelf? Well, let's explain.
A Red Chain is...well, exactly what it sounds like at first glance: a bright, red colored series of linked loops.
What's special about it is it's made out of pretty, red gemstones! The same kinds as the ones that decorate us!
Depending on the intent of its creators, that also changes what effects it has. We'll sometimes grant certain individuals the materials necessary to forge a Red Chain so that they may call upon us for a single favor.
In this instance, though, we'd be forging it to bind a single creature and restrict its powers. It's a powerful check that Arceus granted us should Dialga or Palkia ever step out of line or lose control of their powers.
The Red Chain can bind almost any being, but its effectiveness is relative to our current power. We've been trapped for sooooooo long that it's had a rather large effect on our power, unfortunately. The only thing we can really do to recover what power we've lost from being imprisoned for a long period of time is to rest. And while Uxie and I don't usually mind napping...
Suffice to say, this isn't exactly the time for a long nap. But not all hope is lost, though. Should you weaken the target creature before using the Red Chain, it should bind them regardless, even if they are a Legendary Pokemon.
"Allow me to interject. Randolph, to answer your question about why I'm here, I came to investigate the Snowpoint Temple. I heard from Candice that there were strange things happenings in the Temple when I arrived in Snowpoint City, and that there were some trainers that might potentially need some assistance. I presume everyone came here to investigate what was going on?"

Based on what I've heard from Gene, what you've done here only further validates my recommending you guys to Professor Rowan for this expedition to Mt. Coronet that we're all about to embark on. And also assures me that you can handle yourself, Kee. And yes, you heard that right. I'll be joining you guys, both as added protection and also as a guide of sorts. I've explored Mt. Coronet from top to bottom, including the incredibly difficult to reach Spear Pillar. It took a little convincing for the League to agree with Professor Rowan that it'd be a good idea for me to go on such a long and likely dangerous trip, but hey, I think it's warranted, as does Professor Rowan. Doubly so if we're going to end up facing a Legendary. If we all work together, though, I'm confident this mission will be a success!"
