The first person Kee runs into is the Gym Guide.  "Howdy!  Looking to challenge the gym?  If you're looking for the Leader, she's doing her morning warmups out back, behind the gym."

Kee does get a few curious glances from some of the gym trainers, but they don't approach Kee right away since he's still standing at the door.

A note on Stella: her single tail has turned fully red by this point.  Those Vulpix tails don't typically stay white for very long.
