"Well, there's Attack, Defense, Speed, and its Normal form, right?  The Artifacts aren't so different.  Each one amplifies a different trait.  It might be as simple as utilizing the opposing trait to whatever form Deoxys is currently in."

"...what about pokemon that were brought to this world via past Millennium Comets?  Deoxys isn't the only otherworldly visitor we've seen over the past few thousand years, after all.  Granted, most of them are comparable in power to what's normal here in the first place...hmmm..."
