I honestly think you're overestimating how effective Foul Play is against Legends, Windos. Most probably aren't going to care much unless it's dealing PD damage, which makes the actual Strength stat irrelevant most of the time. It only worked really well against Genesect because it could be damaged through means other than PD damage, unlike most Legends (though Genesect still didn't care about it at all because it still didn't suffer any drawbacks from Pain). Based on what I've seen, if you're rolling for damage against a Legend, you're unlikely to do much to it, if anything.
The Sword only empowers STAB moves, so it can't PD a Mawile's Super Fang. Besides, PD damage is more akin to Dragon Rage than anything else, regardless of the source. There isn't really any advantage to making Super Fang (on a Normal type) PDed.
