You'll have to give it back when the day is won, but once granted access to SURF the League will always allow you to come in whenever you like and use it. Just gotta be in a capital city or the Caldera.
SURF is a 5 power attack that affects all Pokemon on both sides (area attack). It can only be evaded with a good justification. Once the move has been used, fully aquatic Pokemon lose any disadvantages they had for being on land. It summons or controls truly stunning amounts of water. For example, there are tales of a young Mist Lord Surfing from one coast of Creshire to the other on a single rolling wave, always moving the water at his rear to his forefront.
