(I'll say Terra's too out of it by getting utterly knacked and disoriented by DEOXYS PRIME to send out any Pokemon, as getting doubled PD whammied is enough to make even the most robust of humans falter and fall. That, and I imagine him doing ANYTHING would just get him killed by DEOXYS PRIME auto focusing and bonking him with a PD Tenatcle, and while I don't mind if my character dies in this fight I rather his death not be from a so token and ignoble effort on his part. Anti-climatic way to go down in the grave, really.)
