Of course, since they Mega Evolved in the Clone Wars battle, wouldn't that have disabled their Mega Evo from the proper DEOXYS PRIME Fight, or were the group able to get over to engage that monstrosity fast enough for them to still have maintained it? If not, then EVERYONE can use Electric Moves freely, including the big baddy itself....

Remember when Seikamater used Thunder on Lucifer? A Lethal PD move isn't all that much more dangerous than a standard PD move. PDD doesn't care about a move's lethality. I could use a full powered Night Slash with Calam and not kill the target instantaneously.

Iron also corrected one of my interpretations of the wording.  The 'recharge time' for Key Stones is just a flavor explanation for the 'once per battle', and technically starts instantaneously.  It's possible to Mega Evolve in simultaneous fights.

Besides, Heart is also holding two Key Stones at the moment, so the point is null and void anyways.
