I'd be more inclined to say the Hauberk is just the hardest Artifact to use, not that it's the least useful. It's still incredibly powerful. Swapping initiatives, moving around debuffs...the power to swap thkngs around is as multi faceted as it is useful. It's only the 'least useful' when we're talking about facing normal, non PD characters. And even then, it still has uses.
I don't think Cosh will begrudge anyone for using the Hauberk over him. He got the 5 minutes of fame he was looking for, and people aren't going to soon forget that. Besides, it isn't like he'll be able to use it again any time soon.
Again, let me rephrase and reiterate, Cosh helped us save the world, in multiple ways, and at all stages since the Skull Ruins. As one lump sum total, I'd say that was a GREAT AND GLORIOUS DEED! instead of just a good one, so if that doesn't make a significant dent in his favor when trial time comes on top of Terra helping out (and probably heing the man the best possible lawyer Poke can buy, if Cosh actually goes to trial instead of it being a private thing), then quite frankly I believe the League to be a particularly unpleasant kind of grateful.
Fair way to put it, though it should be bared in mind that in order to use the Hauberk to maximum effectiveness their needs to be buffs/Conditions present and the user has to dedicate an Action to switching most things around, while the rest of the Artifacts just straight up give the buff to whomever at the start of the Round + The Wielder themselves to use as they see fit. The Hauberk is a force multiple and crowbar - really good at stacking already present power up to hitherunknown levels and leveraging it just right, but somewhat token on its own. Not bad, just not the greatest, like the Shield and/or Sword (Depending on whether you're a Defensive or Offensive oriented mindset).
Hmm......if Nathan said that to Terra, then the man himself would probably ask Cosh himself if that is true (If Shiva can get a talkie with them, then he certainly can, unless they're worried he'd tried to spring him). Since that's not going to happen really, though, I guess the Hauberk is either going to the League's or Heart (Its 3 -2 vote for Heart [No problem with that, btw!] , but the League could just veto it entirely) without further input from him, besides being moderately chagrined if Heart actually gets it.
