Annabelle is not nearly as strong as Bo. Battling isn't even her thing. She's kind of the bureaucratic equivalent of Professor Mallorn, a policy nerd who is very interested in technology and statistics. Actually, that makes her Bo's opposite in many ways. She doesn't command his Legendary respect by any means.

She's usually thought to be fair and impartial, and she's not a recluse like Bo is. She shows up on TV and happily answers questions. She owns a Rapidash that is a distant cousin of Max.
