You fly to the Nature Preserve. There are signs everywhere stating the rules - no catching or battling without a permit, no taking any samples, leave only footprints and take only memories, that sort of thing. 

The native Creshireans, the Mamo tribe, are occasional hunters in this area, though they mostly keep to the south and Arrowroot village.

But there's someone with complete disregard for the rules about battling. The League looks the other way due to her fierce protection of the area and the way she demolishes any poachers. If the occasional pink Pokemon goes missing, well, it's a small price to pay. 
A vision of loveliness, even when hopping over puddles and streaked with mud, becomes apparent from your vantage point beneath Luna. She's dressed in a fine riding skirt, girded about her waist for easier movement.

Spira lands at a nearby spot and tries to sneak up on her, covering her eyes with his hands if he succeeds. (Stealth roll: Dex(5*)+Survival(5)+Stealth(3)= 13D6)
Here's hoping she doesn't know any throwing techniques (judo, etc.)
Either way that goes; "Looks like we meet again, I'm here to make good on that promise."

Stealth: (1)(2)(2)(5)(6)(2) (2)(1)(2)(3)(4)(5) (3) = 3 successes. Your foot lands in a swampy muckhole and you sink in as you raise your hand. She rotates and catches your hand in an iron grip before she's even gotten a good look at you.

"Promise? What promise? Who are you? Oh, wait. You're the guy who caught that Chansey I wanted, aren't you. Well? Have you evolved it to a Blissey? Can I see it?"

"I don't have her on me and didn't evolve her, but if you win the battle I promised, for a fair exchange, she's all yours."
(Even if trades like this are considered uncouth in the present, they were fairly common in Spira's time, usually in lieu of monetary rewards [if either party didn't have any/enough money for the challenge])

"Ooo. It's a deal. You know my rules of battle?"

"Not really, but I'm a quick learner!" Spira cracks his knuckles and smirks.
After she explains the rules, Spira's first Pokemon will be Froslass. Let's do this!
