In situations like those, depending on the context of the situation, I'd likely either...

a) say that traversing old tiles doesn't take an encounter (as the major events there have already been dealt with)
b) think of some new encounters for the old tile(s)

I don't want a group to be sitting around with nothing to do, as that isn't very fun for them.  Not many of the tiles are outright dead ends without me saying so, but I'll account for them as best as I am able when they do show up.

As for exhaustion...well, I'll talk about that later in the dungeon.
