As long as Lapras isn't attacking, Kee will neither, he seems well aware that those Pokemon are usually friendly. But he has Octavia out shall it become necessary to defend himself.
Lapras isn't attacking, thankfully. It merely floats in the middle of the tarn, minding its own business until Kee addresses it. When asked why it's here, Lapras gives Kee a partially confused, partially sad look in return.
