Sound based moves generally bypass cover the same way they bypass Substitute, yes.
On the topic of Legendaries, gendered pronouns, and infatuation, some Legends have pronouns they prefer to be called by, but they're mechanically Genderless regardless of that. Infatuation doesn't work on Genderless pokemon, and it never will without some rule breaking shenanigans.
Don't forget Espeon can set up Screens too, btw. They're intentionally designed to be a combination of support and offense.
