Cover can't usually protect you from non-ranged attacks since the attacker is typically right next to you when executing those.
As long as Dialga's pseudo asleep, its targets and move choices are random (mostly). Octavia has the same odds of being targeted as everyone else. When Dialga's awake, who can say what it will do? You didn't leave it awake long enough to figure out how it might act 'normally'.
As stated previously, the pillars look fairly sturdy for the most part, but there's a chance they could be destroyed if they're hit hard enough or hit too many times.
